Zelensky Declares Absence of Explicit Security Pledge from European Partners

Ukrainian President Volodymyr Zelensky says European allies have failed to provide solid assurances that they will defend Ukraine in the event of a fresh offensive by Russia.

"I continue to pose this critical question to every one of our allies and I have not received a definitive and straightforward response yet," he stated to the press on Wednesday.

His comments come a day after Britain and France inked a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is agreed.

However, full security guarantees have not been agreed. The United States, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a pledge at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

After the Paris talks, which included some three dozen nations that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron later said thousands of troops may be deployed.

Allies proposed that the United States would take the lead in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

Moscow has not yet commented on the declaration made in the city of Paris.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the long-term".

He continued: "It paves the way for the legal framework under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

Zelensky hailed that accord as a "huge step forward".

A day later, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.

"However, until we don't have such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this question remains unresolved. And should they materialize, you still have to rely first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant due to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

Witkoff said the allies "largely finished" their work on agreeing security protocols.

Last week, the President indicated a peace deal was "ninety percent complete".

Territorial concessions and security guarantees have been at the center of unresolved issues for diplomats.

Putin has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but only if Russia did the same.

Russian forces currently controls about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The pair of oblasts constitute the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - particularly targeting power facilities. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukraine has hit back at Russian targets with unmanned aerial vehicles, albeit with more limited success.
